OpenAI has officially unveiled Stargate Norway—a $1 billion next-generation AI data center located just outside Narvik in northern Norway. This striking investment is not only OpenAI’s first major European data facility but is set to become one of the continent’s largest and most high-tech, purpose-built centers for artificial intelligence processing and research.
The Narvik region offers a unique combination of abundant hydropower, low electricity costs, mature industrial infrastructure, and a cool Arctic climate—all crucial for scaling up AI while meeting Europe’s tough regulatory standards. The facility will be designed from the ground up for maximum energy efficiency. A 50/50 partnership between AI infrastructure specialist Nscale and energy leader Aker underpins the project, with OpenAI as the primary customer for compute capacity.
Rather than relying on fossil fuels, Stargate Norway will be 100% powered by renewable hydroelectric energy. Innovative cooling methods—such as closed-loop, direct-to-chip liquid cooling—will limit environmental impact. And in a forward-thinking twist, excess heat produced by AI GPUs will be used to support local low-carbon businesses, helping drive broader regional sustainability.
This ambitious project lands at a time when Europe is pushing for digital independence. The European Union has outlined multi-billion-euro plans for 13 “AI factories” to secure compute power within the continent. Stargate Norway gives priority access to Norwegian startups and researchers, serving as a backbone for home-grown innovation and reducing reliance on infrastructure outside the EU and UK.
The data center’s initial output—230MW and 100,000 Nvidia GPUs—already rivals many of the world’s most powerful AI hubs, with plans for even greater expansion in the years ahead. Built with sovereign AI in mind, Stargate Norway addresses not only computational scale, but also data privacy, security, and regulatory compliance—major issues for governments and enterprises across Europe.
